Rejected venues wait the longest for re-review; a rejection has to earn another look before the scheduled date.

Stader ETHx combines permissionless validators with a DAO-approved permissioned operator pool. Permissionless operators post ETH and SD collateral; permissioned operators are KYC-approved and need not post the same bond. ETHx is a legitimate LST, but it did not displace the selected Ethereum providers on validator distribution and established liquidity. This is non-selection, not a defect finding.

Mechanism

ETH deposits are allocated between permissionless and permissioned validator pools, and ETHx represents the pooled staking claim. Stader documents a 4 ETH contribution plus SD-token bond for permissionless operators, while permissioned operators undergo KYC and DAO approval without a bond.

Control and operating evidence

The hybrid model uses protocol contracts, DAO-selected operators and SD collateral/slashing rules. Stader publishes Halborn audits of the ETHx contracts and node software. Audits establish reviewed code, not validator decentralization or a complete incident-free operating record, and this memo makes no adverse incident finding.

Exit consequences

ETHx holders depend on secondary liquidity for immediate exit or the protocol’s Ethereum withdrawal process and available liquidity. As with other LSTs, market price can diverge from the staking exchange value while validator exits and Ethereum withdrawals settle.

Why the class rule decides

Ethereum LSTs are close substitutes; the category decision favored selected providers on distribution and liquidity rather than re-approving every receipt. Stader remains a bench candidate. Review reopens if a selected provider fails a criterion or Stader demonstrates materially broader distribution, deeper liquidity or a distinct capability.
