Rejected venues wait the longest for re-review; a rejection has to earn another look before the scheduled date.

WaterNeuron is a liquid staking protocol on the Internet Computer. It held about $5.2M in TVL at the 2026-08-14 survey, well under the $100M floor we require before a protocol can absorb advised client money without our positions moving its markets. Rejected on size: one practice advising 100 households moves $1M to $8M into a venue on the same research, and below $100M TVL that book becomes the exit crush. Size alone decides it, whatever the protocol’s quality.

Applicability to the surveyed record

WaterNeuron documents an Internet Computer liquid-staking system in which users supply ICP and receive nICP, while protocol neurons lock ICP in the Network Nervous System and route 90% of maturity rewards back for nICP holders. nICP is transferable and usable in DeFi, establishing the surveyed staking receipt and reward mechanism.

Current observation and perimeter

The DefiLlama protocol API read on 2026-08-15 classified WaterNeuron as Liquid Staking, reported only ICP, and showed approximately $5.40M TVL. The current protocol docs continue to describe nICP and the six-month and eight-year neuron structure; aggregate scale remains far below the shared v1 $100M materiality threshold.

Control and exit applicability

WaterNeuron governance allocates neuron voting and reward flows, while the underlying ICP remains subject to NNS neuron mechanics. A holder can sell nICP in secondary markets for immediate liquidity or redeem through the protocol and wait six months for full ICP; the first route depends on market depth and price, and the second is a long delayed exit.

Why the class rule decides

The shared v1 below-materiality dossier controls because the current ICP-only venue remains under $100M despite a documented liquid-staking design. Reopen after DefiLlama TVL remains above $100M for 30 consecutive days, then review SNS and canister control, neuron ownership and voting policy, nICP accounting, NNS dependencies, audits and incidents, secondary-market depth, six-month redemption performance, stressed exit, and named ICP staking alternatives.
