OpenEden TBILL is a tokenized vault giving direct access to U.S. Treasury bills, with BNY Investments Dreyfus as sub-manager and BNY as custodian. DefiLlama recorded about $253.1M on 2026-08-14, so the inherited size basis was false. The instrument has a legal claim on fund NAV, daily administration, published audits and next-business-day redemption. Access is conditional rather than subject to a blanket U.S. prohibition: holders must qualify as BVI Professional Investors or U.S. Accredited Investors and pass KYC/KYT. The first subscription is at least $100,000, and this memo does not establish that the intended household and account qualify, that the proposed allocation fits that minimum, or that an approved custodian supports the subscription and redemption flow. Keep under review at a zero allocation pending client-specific access and operating evidence; there is no product-wide U.S. disqualifier in the reviewed primary terms.

Mechanism and legal claim
A whitelisted investor subscribes with USDC and receives TBILL, a tokenized representation of a proportional economic interest in a BVI professional fund. The target portfolio is short-duration U.S. Treasury bills with weighted-average maturity below three months. Token price is NAV per token rather than a fixed dollar promise. The Ethereum implementation is ERC-20; deployments on XRPL, BSC, Solana and Arbitrum require chain-specific contract and transfer-control review.

BNY Investments Dreyfus manages the Treasury portfolio and BNY provides custody. An independent administrator participates in fund-flow multisig and publishes NAV reports; OpenEden reports EY review of KYC, valuation, transfer and custody controls plus Hacken and Verichains contract audits. Moody’s A rating is useful evidence but is not an advisory approval.
Assurance and incident record
OpenEden publishes daily and monthly administrator NAV reporting and states that EY reviewed the fund’s KYC, valuation, transfer and custody processes with no critical or high-risk finding. Its FAQ identifies Hacken and Verichains smart-contract reviews. No principal impairment, missed eligible redemption, unexplained NAV deficit or confirmed TBILL contract exploit was identified in the reviewed primary materials. That is a bounded negative finding, not proof of an incident-free history; approval still requires the live chain, contract, administrator report and proposed account to reconcile.
Exit consequences
Only onboarded whitelisted investors can redeem. Requests enter a FIFO queue, burn TBILL when processed and pay USDC at then-current NAV less fees; OpenEden says processing is typically the next U.S. business day. Large redemptions can require Treasury sales below marks, and interest-rate movements can reduce NAV before processing.
Comparison and under-review decision
Unlike BUIDL and OUSG, whose reviewed U.S. offerings require qualified-purchaser status, OpenEden’s primary terms state that a U.S. Accredited Investor may qualify. TBILL therefore cannot inherit those products’ mandate-wide qualified-purchaser rejection. Compared with a broker-held Treasury ETF or government money-market fund, TBILL adds 24/7 USDC subscription, wallet transfer and on-chain settlement, but also adds a $100,000 first-subscription minimum, KYC/KYT, wallet allowlisting, BVI fund, token-contract, chain, USDC and custodian dependencies. Compared with direct Treasury bills, it offers daily NAV administration and shorter operational settlement while interposing the fund and its service providers. The correct posture is under review with zero allocation until the intended client and account pass the actual eligibility, minimum, custody, tax and proposed-size redemption tests.
